I see the following reasons for under at this match.

1. I expect Palermo to play defensive, and guests would probably try with counterattacks to score. In such situation I do not believe that Milan will have easy task to break through Palermo defense. Anyway, I think we wont see a too open game, and in such situation we wont not see many goals.

2. Milan players are tired. Non stop playing the rhythm Wednesday / Sunday slowly begins to reflect. The main stars of Milan are in the elderly age (Pirlo, Ronaldinho, Inzaghi Seedorf) and they hardly wait for Christmas break. Best sign for this was the last Champions League match against Zurich. Although everybody expect routine victory for Milan, at the end the score was only 1-1. Normally this was instantly forgotten because Marseille was defeated by Real Madrid and Milan took second placed in the group, but the fact remains that Milan failed to win against the weakest team in the group.

3. Recent results show that Milan games are poor with goals. And I was surprised when I saw that the three of last four Milan games ended with under. Here are the results:
